Nailed on this is all to do with getting the Chinese government to bankroll any significant infrastructure projects placed with them.

As the government basically has no money, the Chinese government puts up the cash/guarantees for the whole thing on condition that one or more of their companies are the major/senior contractor and local firms get a just big enough token amount to keep them quiet.
